Compulsory health surveillance: Surgical Medical Information for better health

The health surveillance required is carried out by the competent doctor and fits as a health protection tool and safety of workers at the workplace, in accordance with requirements established by Legislative Decree. The objective is to have a constant monitoring of the psychophysical fitness of each worker, in relation to the professional risk factors and the way work is carried out.

As prescribed by law, medical information is mandatory for some types of work, which require special attention depending on the severity of risk and possible damage to health. Here’s what you need to know.

What is mandatory health surveillance?

Compulsory health surveillance has the objective of assessing the psychophysical conditions of individual workers and monitoring their progress over time to determine the impact of any risks present at work. To do this, the Employer is obliged to appoint the Competent Physician, an expert in occupational medicine with specific skills, who is responsible for assessing and prescribing to the worker a set of investigations and clinical tests to ascertain his status – health.

First of all, the doctor is based on the results of the Risk Assessment Document (DVR) and on inspections in the workplace to identify – type of job, work activities included in the task and specific health risks related to the task. Using information on the specificity of the job, it elaborates the health protocol indicating the most suitable clinical and / or instrumental examinations to be submitted to the worker.

Compulsory health surveillance: tasks of the competent doctor

The tasks of the competent doctor include a part of visits and interviews with the worker and a subsequent compilation of the medical record dedicated to the collection of all the data to be transmitted annually. The health surveillance plan includes all the prescribed medical examinations, generally, annually, to ascertain or guarantee suitability for the job.

Here is a list of the different visits arranged according to the situation:

  • Preventive medical examination – to establish the absence of contraindications to the work to which the worker is destined and to assess the suitability or otherwise of the specific task
  • Periodic medical examination – to check the health status of the worker and to give continuity of suitability to the specific task
  • Medical examination at the request of the worker, if the competent doctor considers it to be inherent in the occupational risks or his health conditions
  • Medical examination for change of job and verification of suitability for the new activity
  • Medical examination at the termination of the employment relationship, in the cases provided for by the law
  • Medical examination before the resumption of work, following the absence of over 60 days of illness or accident

Once the investigations have been carried out, a health and risk file is organized for each worker, which must be regularly updated, with the following data – psychophysical conditions of the worker, results of instrumental, laboratory and specialist tests performed by the worker, any individual levels of professional exposure provided by the Prevention and Protection Service and judgment of suitability or otherwise for the specific task.
